Description

HIPZ is hiring! We're looking for an exceptional person to lead our strategic work in Zanzibar as HIPZ Director. We need excellent communication skills, understanding of healthcare in Zanzibar and ability to lead our new fundraising operation.

Roles and responsibilities

Strategic

o Develop the HIPZ strategy in Zanzibar and guide its implementation (via the masterplan) with input from the HIPZ Operations Manager
o Develop and manage the HIPZ masterplan in Zanzibar, identifying opportunities and requirements for adaptations and changes once the plan is operational
o Develop and manage the implementation of policies and practices to maximise HIPZ’s effectiveness in Zanzibar (including related to the volunteer and elective programmes), and ensure compliance with local and international laws
o Develop fundraising within Zanzibar and other non-UK regions
o Act as the main HIPZ representative for strategic and political issues in Zanzibar, including with senior Ministry of Health (MoH) and international agency staff
o Governance - highlighting governance issues & bringing these to the Trustees attention, contributing to the development of policies & procedures that reflect best practice,
o Ensure delivery of ethical standards of conduct and ensure local regulatory & compliance requirements are met, ensuring compliance with agreed policies
o Have a general financial oversight ensuring value for money in all project goals

Project Advisory Roles

o Signatory to HIPZ bank account
o Sit on the Advisory Committee as stipulated in HIPZ’s Memoranda of Understanding with the Zanzibar MoH
o Attend Knowledge Sharing Meetings every 6-8 weeks
o Oversee monthly finances and ensure financial controls and systems are adequate, including relating to restricted funding projects
o Advise the Operations Manager and Clinical Improvement Groups on implementation and direction of clinical improvement activities

Communication
o Formally report monthly to HIPZ UK on progress against the masterplan, gathering information from the HIPZ Zanzibar staff and volunteers in order to do so
o Trouble-shoot issues arising from staff responsible for implementation, when those issues become systemic, strategic or political.
o Liaise with volunteers, HIPZ staff and the UK team on strategic-level issues
o Contribute to HIPZ social media and website presence
o Brief new recruits, ensuring everyone is clear where the charity is going and their part in it
o Promote good people management and work with the Operations Manager to set and agree objectives, review performance and to encourage training and development

Fundraising
o Work with the fundraising function in the UK to: provide project information from Zanzibar to support UK fundraising; ensure UK and Zanzibar fundraising is well co-ordinated.
o Identify, develop and maintain new fundraising relationships
o Act as point of contact for the Zanzibar Rotary Club and other non-UK donors
o Highlight potential funding sources and prepare bids
o Encourage funding from development partners
o Organise fundraising events in Zanzibar
o Travel as required

Finances
o Liaise with the HIPZ UK accountant on at least a monthly basis to ensure full understanding of all financial aspects of the projects. Feedback to HIPZ UK, including providing information for audits, annual reports
o Conduct monthly meetings with Clinical Operations Manager, Finance & Administration Manager and Zanzibar Accountant to review all financial reporting
o Help to develop better financing systems and controls within Zanzibar
o Understand and oversee the funds flowing to the hospitals through the MoH and any alternative financial sources
