Background
 

Search for Common Ground’s (Search) mission is to transform the way individuals, organizations, and governments deal with conflict, away from adversarial approaches and towards collaborative solutions. Search is currently implementing Kwa Pamoja Tudumishe Amani project in Mtwara region that is focused on strengthening linkages between youth, community leaders, and security actors (particularly police) to build a collaborative response to prevent extremist recruitment in Mtwara. Search is  looking forward to support larger youth-led initiatives, which can reach even more community members and strengthen youth leadership. 

 

These initiatives will directly respond to some of the recommendations and solutions collaboratively identified during the Youth Security Forums under Search’s ongoing project and designed by youth champions in the design workshop. The Six selected initiatives will thus be rooted in local knowledge and designed to effectively strengthen prevention of and community resilience to risks related to extremism, while fostering collaboration and self-agency in youth champions. 


 

Context  


 

Search for Common Ground implements the Kwapamoja Tudumishe Amani II: Strengthening Collaboration and Relationships between and among Youth, Community Leaders, and Security Actors in Mtwara, Search works with youth, who are often targeted by police as ‘part of the problem’. However, Search has found that youth can also act as positive agents of change in their communities when supported to engage directly with police and other community members to identify and lead peace and security initiatives. The proposed Collaborative activities will strengthen youth and police engagement through providing initial spaces for police representatives and youth to separately develop their comfort and confidence in engaging with one another by enabling the specific stakeholders practice the skills learnt during the training to take forward their own initiatives.

 

Under our existing project Search has identified this as a gap in programming: youth leaders require additional opportunities to demonstrate their leadership potential and police need separate discussions to explore their roles and the roles of youth leaders in peace and security initiatives prior to bringing them together to discuss sensitive topics. Some of the Indicative activities that will be considered include but not limited to  Participatory Theater performances, arts and cultural events, sports activities, community dialogues, Social Media Campaigns etc. 


 

Overall Objective 

To support inclusive peace and security initiatives in Mtwara and Tandahimba Specific objective  

To strengthen linkages between youth, community leaders, and security actors to work towards a collaborative response to prevent recruitment into VE groups in at-risk communities in the Mtwara region of Tanzania. 

Capacity desired for the Sub Awardee 

?Proven experience of working in the target Districts (Mtwara urban, Mtwara rural and Tandahimba), 

?Experience working in sensitive contexts,  

?Experience working with youth, men, women, religious leaders and security actors such as Police. 

?Ability to co design and implement activities efficiently and effectively. 

?Ability to generate clear and timely activity reports covering outcome and success stories. 

?Ability to manage fund with good capacity on financial management. 

Eligibility criteria 

?Be a non-profit organization or group of youth/ women or police that registered under the District Community Development Office.  

?Demonstrated experience in the fields of conflict, safety and security, good commitment to conflict sensitivity and principles of do no harm. 

?The objective of the Initiatives must be designed to contribute to the results under Objective mentioned above. 

?The proposal must be cost-efficient and feasible, with well-defined tasks and responsibilities, realistic timelines, and a clear sustainability plan where appropriate. 

?Innovation and potential for scaling-up and replication will be an asset. 


 

Interested sub awardees are hereby invited to submit their proposal, answering the following objectives: 

1) Increase opportunities for youth leadership and engagement on peace and security in Mtwara, including creating a more receptive environment–particularly within the police forces–for their participation 


 

Budget Available is 2,300,000 per one initiative. 


 

Selection criteria 

?The proposals must answer the aforementioned objectives and demonstrate feasibility, sustainability, and focus on engaging the most vulnerable communities, and contribute to supporting inclusive peace and security initiatives in Mtwara 

?The sub grantee should propose initiatives to be implemented in the Mtwara region specific to Tandahimba and Mtwara District. ( Mtwara MC, Tandahimba and Mtwara DC) 

?The proposal must provide a clear number of the beneficiaries incorporating all vulnerable groups. 

?The sub grantee will be responsible for submitting and preparing activities reports to Search for Common Ground (Search).  

?Proposal must be accompanied with legal justification or registration recognizing existence and operation of the sub grantee in Mtwara Region in the specified project Districts. 

?The proposal must be in the Search prescribed format as designed and attached in this call for proposal. 

?Demonstrate value for money.
