Protection Officer (Case Management Orthopedic Technician)
Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in more than 40 countries around the world. DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP and Legal), Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, and Economic Recovery.
Overall purpose of the role:
The Case Management Orthopedic Technician is responsible for formulating a coordinated, comprehensive plan for individuals who need long-term functional rehabilitation care supervision as well as potential additional basic needs.
The Case Management Orthopedic technician will work with people with disabilities and their families to determine their needs for assistive devices facilitate access to assistive devices and ensure maintenance, repair, and replacement when necessary which includes
leading fabrication of wheelchairs and special seating techniques in the camp and the surrounding host communities. He/she will also be responsible for ensuring their work respects the Minimum Standards for Age and Disability Inclusion (HIS) in ensuring people of all ages with special needs are included and involved in the activities. It will also be the
responsibility of the Case Management Orthopedic Technician to build capacity of the Incentive workers to mid-level Orthopaedic technicians. The Case management Orthopaedic Technician will also work with the TL and PSNs protection team to ensure that Persons with Specific Needs are prioritised in the various sectors.
Geographic scope: Tanzania-Kigoma Region
This role has a focus on Tanzania and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.
Main Responsibilities:
- Lead the identification and assessment of people with mobility challenges and register them for support
- Provide technical support to Rehabilitation and protection teams,
- Fabricate and install simple home adaptations including assessment of mobility devices in the camps in the homestead of Persons with specific needs to ensure improvement of function and independence
- Conduct regular follow up and monitoring visits to home bound PSN to ensure the fabricated assistive devices are used according to the intended course
- Lead and Participate in recreational activities and sports events for PSN and in collaboration with the physiotherapist organize and recommend the environmental and disability friendly activities for PSN.
- Develop and reinforce the relationships with international and local non-governmental organizations, community focal points and any other stakeholders to improve the access to services.
- Maintain proper documentation and Referral Mechanisms and efficient Case management: and support in data Analysis and reporting.
- Provide weekly and monthly reports for DRC and donors
- Any other duties assigned by your supervisor.
- Ensure that cases with Orthopaedic needs are supported through a coordinated case management system with other sectors and create awareness on the needs that can be addressed through community mobilization.
- Train and ensure that all clients that require assistive and mobility devices receive pre-training and follow-up on usage is well structured with best practice experiences documented.
- Ensure that a proper request procedure for stock is initiated to ensure availability of simple materials and consumables is done.
- Ensure that s/he is part of the Multi-disciplinary team during home assessment with PO social workers.
- Conduct Training to the caregivers on basic rehabilitation skills and care and management of assistive devices and mobility aids.
- Work with other partners/sectors to ensure all DRC partners’ responses are inclusive.
- Capturing and preparing the vivid successful stories and case studies for donor reports and fund-raising sessions.
Data collection and reporting
- With support from Integrated Team Leader track indicators, maintain, update and provide analysis of the progress program.
- With support from Integrated Protection Team leader, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
- Ensure all PSN data are kept confidentially and shared with the internal Programme team as appropriate.
Program management
- With support and the supervision of Integrated Team Leader s/she will do planning; accountable for developing and maintaining work plans, spending and procurement plans, tracking expenditures and ensure all activities is well organized and spending is allocated according to DRC and donor compliance and regulations.
- Build the knowledge and skills of PSN outreach incentive social workers and community-based groups to be able to assess, document and report for the implementation.
- Representing the Organization in relevant camp meeting or with other Agencies on matters Protection as maybe required
- Working closely with TL to plan activities, and monitor their outcomes in ways which combine the needs of the refugee’s agency/donor requirements, and available resources.
Logistics Duties
- Take care of equipment’s and supplies for the job.
- Ensure working equipment’s are in good condition and replenish/repairs when out of order.
- Reports immediately any security incidence/issue detected in the DRC premises.
- Insure all CBIR equipment are recorded and monitored in proper use and follow up if any maintenances needed.

Qualifications and Experience
Essential Experience
- A Degree in prosthetic and orthotics Occupational Therapy or Physiotherapy from a Government recognized institution.
- English (spoken and written – very good)
- Kiha (spoken – good) - preferable
