Tanzania Posts Corporation (TPC) is a national designated Public Postal operator established by Act of Parliament No. 19 of 1993 and became  operational on 1st January, 1994. The Corporation is  wholly owned by the Government of  Tanzania and is dedicated in improving people’s lives. 

 

 

 

Currently the Corporation is inviting qualified team players to join the Corporation’s major transformation initiatives and fill the following vacancies;

 

 

 

1. POSITION TITLE: CORPORATION SECRETARY ( 1 POST)

 

 

 

1.1 Entry Qualifications

 

Holder of Masters Degree in Law (LLM) from a recognized higher learning Institution and must be registered as an advocate of the high court and the subordinate court there - under serve the Primary Court with computer Knowledge.

 

 

 

At least nine (9) years of working experience out of which ,five (5) years should be at senior position.

 

 

 

1.2  Duties and responsibilities:

 

 

 

i.        To participate in contract negotiations to which the Corporate is party.

 

ii.      The To ensure the Corporation is in compliant to the laws under which it was incorporated and any other relevant legal requirements. 

 

 

 

iii.     To draft agenda of Board meetings, coordinate the preparation and distribution of Board papers. 

 

 

 

iv.     To ensure that accurate minutes of Board Meeting are taken,prepared and distributed to relevant parties in  time and maintained at Corporate Office.

 

 

 

v.      To ensure that the Corporation seal is in safe custody. 

 

 

 

vi.     To undertake legal research with a view to making appropriate recommendations for changes and amendment of the legal provisions of the TPC Act or other relevant laws.

 

 

 

vii.    To draft and scrutinize contracts to which the Corporation is a party. 

 

 

 

viii.   Responsible for effective administration of Board affairs. ix.   Ensure that all legal cases (litigation)are properly handled.

 

 

 

x.      To Supervise daily activities including human and financial resources allocated to the department are utilized efficiently.

 

 

 

xi.     Perform any other duties as may be assigned.

2.0 POSITION TITLE:  GENERAL MANAGER - CORPORATE RESOURCES     MANAGEMENT (1 POST)

 

 

 

2.1 Entry Qualifications

 

 

 

 Masters degree in Finance, Commerce, Business Administration or equivalent with CPA, ACCA with Managerial experience in large Organization.

 

 

 

 Proven experience of not less than seven (7) years in which four (4) in senior position.

 

 

 

2.2  RESPONSIBLE TO: The Postmaster General

3.0  POSITION TITLE: GENERAL MANAGER BUSINESS OPERATION

 

 

 

3.1 QUALIFICATIONS:

 

Holder of Master’s Degree in Human Resource Management, Public Administration, Business Administration, Economics, Commerce or equivalent qualification from a recognized institution with at least working experience of 10 years of which 5 years at managerial position.

 

 

 

3.2   PRINCIPAL FUNCTIONS:

 

 

 

i.        To achieve revenue targets and Ensuring financial targets and other agreed targets

 

                                  are met in all departments. 

 

ii.      To review working practices to ascertain if it is successful and if not, devise an alternative. 

 

         

 

iii.     To make sure safety regulations are followed.

 

iv.     To keep employees motivated and organizing appropriate training.

 

 

 

v.      To ensure the business operates within the company's mission statement.

 

 

 

vi.     To investigate customer satisfaction and reporting any issues.

 

 

 

vii.    To drive the business to increase profits.

 

 

 

viii.   To work with legal departments on any matters that occur.

 

 

 

ix.     To review and approving equipment needs.

 

x.      To formulate and implement short and long term business plans for each SBU (EMS     courier & Express, Mails and Logistics, Financial & Agency, Electronic  Services and subsidiary companies) and put monitoring and evaluation mechanism to ensure that corporate goals are met.

 

 

 

xi.     To install and implement an efficient performance management system for each   SBU and build physical and non-physical resource capacity to ensure long-term   business growth, stability and profitability of the Corporation.

 

 

 

xii.    To pursue financial viability of the Corporation through commercialization,    modernization, and product diversification dimensions.

 

 

 

xiii.   Responsible for ensuring that each SBU adhere to operational rules and quality   standards and that the same are reviewed and updated to adapt them to      customer needs.  

 

 

 

xiv.   Ensure that each SBU is supported with marketing and promotion Campaigns and   pay particular attention to the needs of customers with a view to improving    service delivery and exploring new opportunities for business growth.

 

 

 

xv.    Perform any other duties as may be assigned.

4.0  POSITION TITLE: MANAGER MAILS AND LOGISTICS BUSINESS 4.1 QUALIFICATIONS

 

Holder of Master’s Degree in or Post graduate diploma in Economics, Commerce, Business Administration, Public administration, Social Science or equivalent qualification from a recognized institution with at least working experience of 7 years of which 3 years at managerial position.

 

 

 

4.2   PRINCIPAL FUNCTIONS

 

i.                 To Manage all international mail business competitively.

 

ii.                 To Prepare short, medium and long term plans for the international mail                    Business.

 

 

 

iii.                To Prepare budgeted proposals for development programs and recurrent  expenditure.

 

 

 

iv.                To Work out in mail/parcel delivery UPU standards which satisfy customer  needs and expectation.

 

 

 

v.                 To Prepare and control of international airmail routing schedules taking due regard to economical routes as well as speed, security and reliability of                   service.

 

vi.                To Implement     UPU/Quality   Improvement           activities        (Performance

 

                                         measurements, IBIS, track and trace, home delivery etc).

 

vii.                To Prepare international mail accounting in monthly/quarterly as stipulated in

 

                                          the UPU letter and Parcel post manual.

 

viii.               To Verify incoming international Mail account in monthly/quarterly as stipulated

 

                                          in the UPU letter and Parcel Post manual.

 

ix.                To Review all  mail receipts and forms in time with the UPU requirement.

 

 

 

x.                 To Give operational guidance to office of exchange according to UPU convention.

 

 

 

xi.                To Maintain close liaison with major mail carrier and negotiate mail conveyance

 

                                         contracts with national carriers in accordance to laid down procedures.

 

xii.                To Ensure that work procedures and regulations are observed at post Offices.

 

Xiii.To Deal with matters pertaining to the UPU and its constituent organs, PAPU,  Restricted Unions as well as other Postal administrations.

 

xiv  Perform any other duties as may be assigned.

 

 5.0    DUTY STATION

5.2  POSITION TITLE: MANAGER HUMAN RESOURCES (1 POST) 5.3  Entry Qualifications

5.4   Duties and responsibilities

 

 

 

i.      To Oversee/supervise all human resource matters.

 

ii.     To developing and formulating human resources plans,policies and strategies that will pay a key role in the transformation of the Corporations into dynamic

 

                    Organization.                          iii.   To ensure safety and security of all assets in the department.

 

iv.     Ensuring quality,timely and cost effective human resources activities in the

 

                                  Corporation.

 

v.      Build team work within the Corporation.

 

vi.     Fostering good Industrial Relation in the Corporation. 

 

vii.    To develop comprehensive policies and procedures on recruitment,remuneration,  

 

                                 staff training and development.

 

viii.   Developing,monitoring and updating Corporation performance management    system.

 

ix.     Interpreting and up keeping Corporation’s staff and regulations and stating orders and ensuring that line managers are advised of any changes in procedures and  policies.

 

x.      Coordinating and administering labor disputes and grievances handling in line with

 

                                 labor laws and any other relevant laws.

 

xi.     Handling/Coordinating employment cases before the court of law and other tribunals.

 

 

 

xii.    Coordinating and administering Human resources welfare activities including medical, health care, annual leave records and claims from employees.

 

xiii.   Designing and implementing activities such as conditions of services,  remunerations and benefits and employees relations.   xiv.  Coordinate the rationalization and alignment of staffing levels at post offices.

 

xv.     Coordinate the annual staff performance appraisal.

 

 

 

xvi.    Make technical analysis of disciplinary cases from the field and make appropriate  recommendations. 

 

 

 

xvii.   In consultation with General Manager business operations authorize inter regional staff transfers.

6.0 POSITION TITLE: MANAGER CORPORATE FINANCE AND ACCOUNTS  (1 POST)

 

 

 

6.1 Entry Qualifications

 

 

 

A holder of Master’s degree or Post Graduate Diploma in business

 

Administration,Accounting or finance Management. Possession of certified/accredited accountancy qualification:- that is CPA (T) or ACCA or its equivalent and computer knowledge.

 

  

 

6.2 Duties and responsibilities:

 

 

 

i.         Coordinate the maintenance of proper books of accounts and preparation of periodic   and annual financial accounts relating to TPC functions in accordance with international financial reporting standards. 

 

 

 

ii.       Ensure timely consolidation of the quarterly and annual budget of the Corporation.

 

 

 

iii.      Consolidate short and long term financial plans of the Corporation.

 

 

 

iv.      Coordinate the preparation and implementation of financial accounting policies, rules and regulations of the Corporation.

 

 

 

v.       Responsible for consolidation of the annual accounts for submission to external auditors within 3 moths after the close of the financial year.

 

 

 

vi.      Prepare and keep fixed asset register/inventory record and ensures that physical count of movable assets is undertaken at the close of each financial year.

 

 

 

vii.     In collaboration with other Head of Departments and Regional Postal Managers, monitors Corporation’s venue and expenditure, also provide adequate advice to management on all matter pertaining to finance.

 

 

 

viii.    Handle all tax matters, follow up Corporation’s debtors, ensure the Corporation’s liquidity ratio is in sound condition.

 

 

 

ix.      Carries out other reasonable and job related duties assigned by the higher  Management of the Corporation.

 

x.       Supervise all accounting and finance members of staff

i.         At least ten years (10) experience in large commercial organization in a senior management position.

7.3 OBJECTIVES:

 

 

 

i.To ensure that Postal Services are Developed, operated and maintained according to policy objectives and mission of the Corporation of providing efficient, reliable,  secure and affordable services that meet the needs and expectations of the customers in the region.

 

 

 

ii.      To ensure that Postal services are operated on commercial principles and    meet  performance standards and targets as provided in the performance contract between the Government and the Corporation.

9.0 POSITION TITLE: MECHANICAL ENGINEER ( 1 POST)

 

 

 

9.1 Entry Qualifications:

 

 

 

Degree in Mechanical Engineering from recognized Institution, with working experience at least four (4) years in the operation and maintenance of mechanical works.

 

 

 

Must be registered by the Engineers Registration Board as a Graduate Engineer or Professional Engineer.

 

 

 

Master’s degree in Mechanical Engineering from any recognized institution will be an added advantage Must be a computer literate.

 

 

 

9.2 Duties and responsibilities:

 

i.      To carry out maintenance and repair of plants, machines and equipments of the Corporation.

 

 

 

ii.     To carry out regular inspection of pumps, buildings, machines and equipments.

 

 

 

iii.    To train pump operators on pump operation and record keeping.

 

 

 

iv.    To participate in establishing preventive maintenance schedule of plants, machines, equipments and motor vehicles.

 

 

 

v.     To participate in preparing a schedule for preventive maintenance and repair of plants, machines, equipments and motor vehicles.

 

 

 

vi.    To prepare maintenance and repair reports.

10.0 POSITION TITLE: HEAD OF PROCUREMENT MANAGEMENT UNIT (1

 

POST)

 

 

 

10.1 Entry Qualifications

 

A Holder of Masters degree or/ Post graduate diploma in procurement , logistic management or equivalent qualifications from recognized higher learning institution with CSPS.He/She must be registered with the procurement and Supplies Professionals and Technician Board (PSPTB)as an authorized Supplies Officers or Stock Verifier.

 

 

 

At least eight (8) years of work experience in a similar field out of which four (4) years should be at a senior position in a reputable organization.

 

 

 

 

 

 

 

 

 

 

 

 

 

10.2  Principal functions

 

 

 

i.         Plan, direct, organize coordinate and control supply operations in  the Corporation.

 

 

 

ii.       Promote Commercials relationship with internal and external customers.

 

 

 

iii.      Prepare periodic reports for the TPC tender board. 

 

 

 

iv.      Ensure conformity with Public procurement Act and its regulations.

 

 

 

v.       Provide timely advise to accounting officer (CEO),Tender Board and use department. 

 

 

 

vi.      Evaluate all procurement requirements and recommend the most appropriate Procedure.

 

 

 

vii.     Secretary to the TPC Tender Board. viii.  Responsible for internal training in procurement procedures.

 

 

 

ix.      Develop materials management policy including sourcing Policy.

 

 

 

x.        Responsible for contract administration including preparation and extension.

11.0  POSITION TITLE: ASSISTANT MANAGER POST GIRO 11.1 QUALIFICATIONS

 

 

 

Holder of Master’s Degree/ Postgraduate diploma in Business administration, Commerce, Economics, or equivalent qualification from a recognized institution with at least working experience of eight (8) years of which four (4) years at managerial position with Computer knowledge.

 

 

 

11.2  Duties and responsibilities:

 

 Polishing ,finalizing  and submitting all Post Giro reconciliation reports to  Post Giro business clients.

 

i.       To prepare Monthly, Quarterly and Yearly reports indicating actual performance of  the Post Giro business.

 

 

 

ii.     Preparing and making follow up of Dividend and Pension payment refund every 6  or  month as may be directed by the client.

 

 

 

iii.    Encouraging Post Giro Counter officers to exercise Post Giro on line payments so

 

                               that we to improve Post Giro business Automation.

 

iv.    Conducting  in house training to Postal staffs  on how to handle  POSTGIRO            business.

 

v.     Coordinating  and building team  work among  Post giro staffs  for Post Giro Business goals achievement.

 

 

 

vi.    Facilitating  share sales and purchase in coordination with our client  broker(TSL).

 

 

 

vii.   Maintaining and Updating  all Post giro  business contracts(MOU).

 

 

 

viii.  Calling or attending  Clients consultative meeting as may be required.

 

 

 

ix.    Facilitating  NIC/TAZARA  and PSPF pension payment on monthly basis.

 

 

 

x.     Facilitating  NSSF/TTCL  pension payment  on monthly basis.

 

 

 

xi.    Supervising  Printing and dispatching process of Post giro payment vouchers.

 

xii.   Attending  all customer complaints and fostering customer satisfaction.

 

 

 

xiii.  Responsible for Marketing activities of all Post Giro services.

12.0 POSITION TITLE: HEAD OF REAL ESTASTES MANAGEMENT (1 POST) 12.1 Entry Qualifications

 

Holder of Master’s Degree/Postgraduate Diploma in Estate/Land Management and Evaluation or equivalent qualifications from a recognized institution with computer knowledge. 

 

At least working experience of eight ( 8 )  years of which  four (4) years at managerial position.

 

 

 

12.2 Duties and Responsibilities

 

i.        Survey property to identify and initiate rectification process.

 

 

 

ii.       Maintaining up to date inventory of all Corporation’s assets.

 

 

 

iii.      Direct and manage all activities of the Real Estate Unit.

 

 

 

iv.      To oversee and coordinate the activities relating to project preparation   and implementation.

 

 

 

v.       Organize site meetings for field inspections of construction works. 

 

 

 

vi.      Preparing annual program and budget of expenditure for the maintenance,       renovations and decoration of the Corporation’s buildings.

 

 

 

vii.     Ensuring that safety and security of all Corporation’s assets is maintained at all   times.

 

 

 

viii.   Preparation of structural survey reports, specifications, schedules of works    and tender documents.

 

 

 

ix.      Estimating and obtaining tenders, placing contracts and supervises  contractor’s work.

 

 

 

x.       Prepare preventive maintenance and corrective maintenance programmed.

 

 

 

xi.      Coordinate, control and ensure that maintenance, major repairs, replacement and renovations are programme.

 

 

 

xii.     Follow up of the title deeds procurement for Corporation’s properties.

 

 

 

xiii.   Supervise and process valuation reports for various purposes which TPC has vested interests.

 

 

 

xiv.   Supervise dealing works, Fire protection system, land scope works and  fumigation jobs.

 

 xv.   Supervise and administer the daily activities of the Unit including staff.

13.0 POSITION TITLE: PRINCIPAL ACCOUNTANTS  (2 POST) 13.1 Entry Qualifications

 

Holder of Bachelor Degree/Advanced Diploma in Accountancy, Finance, ADCA, or equivalent qualifications from a recognized institution with at least working experience of seven (7) years in a senior position. Must be a  holder of Professional CPA (T), ACCA, ACA with computer knowledge. Master degree will be added advantage  

 

 

 

13.2  Duties and Responsibilities

 

 

 

i.             Evaluate and advice on financial impact of international agreements.

 

ii.           Preparations of budget proposals. iii. Preparation of monthly, quarterly and annual budget reports iv.        Preparation of reports on budget performance and supplementary budgets          reports.

i.        To control and ensure adequate and proper maintenance of all vehicles including preventive maintenance programs.

 

 

 

ii.       To monitor and control maintenance costs and advice on disposal of vehicle    with higher cost of maintenance.

 

 

 

iii.      To monitor and control fuel consumption patterns and fuel costs of all vehicles.

 

 

 

iv.     To conduct physical check and scrutinize journey authorization sheet.

 

 

 

v.       To ensure that all vehicle have valid relevant documents such as insurance and road incidences. 

 

 

 

vi.     To carry out road patrols to monitor vehicle movements.

 

 

 

vii.    To maintain records and scrutinize fuel and repair orders and invoices    before passing for payment.
